On July 7, Guangdong issued a three-year plan to optimize its business environment. Through making achievements in key areas such as optimizing approval processes, and strengthening supervision, the plan aims to build a market-oriented, law-based and internationalized business environment for the province so as to attract more investment.

Based on the plan, Guangdong works to explore the free cross-border flow of scientific research equipment and materials in qualified mainland cities of the GBA and to simplify the import and export procedures of R&D equipment and samples. The province also strives to enlist the support of the National Medical Products Administration to enlarge the list of drugs and medical devices applicable to the "Hong Kong and Macao Medicine and Equipment Connect".

In addition, Guangdong also plans to facilitate the cross-border practice for professionals from Hong Kong and Macao SARs in such fields as law, accounting, construction and medical care, and to optimize the application and evaluation mechanism for professional titles of professionals from the two SARs in mainland cities of the GBA.

Moreover, the province will deepen the reform of the partnership and joint operation mechanism between law firms in the Chinese mainland and the two SARs. Standards in areas such as pre-made Guangdong cuisines, housekeeping services and elderly care will be implemented, too.
